Since 2009, ten high level missions have been held under the leadership of Club de Madrid Members Vladis Birkavs (Latvia), Kjell Magne Bondevik (Norway), Kim Campbell (Canada), Mary Robinson (Ireland) and Benjamin Mkapa (Tanzania) in Ethiopia, Uganda, Djibouti, Kenya, South Sudan & Somaliland.

“Women´s Leadership for Peace and Security”culminates with a G40 Signatory Campaign in Addis Ababa

Kim Campbell, Women Peace and Security, Addis AbabaFrom 11-15th June 2012, over 40 women leaders from across the Horn of Africa gathered in Addis Ababa, Ethiopia for the last mission of ´Women’s Leadership for Peace and Security in the Greater Horn of Africa´, a project initiated by Club de Madrid with its partners the Institute of Security Studies (ISS) and the Women’s International Cross Cultural Exchange (Isis-WICCE). Launched in 2009, the project has worked to maximise the participation and contribution of women in political dialogue and in national, regional and international security decision-making processes, whilst also increasing women’s knowledge of and capacity to address vital gender related issues connected to peace and security via a series of ten missions held in the region in the past three years.

G40 Statement to the London Conference on Somalia, 23rd February, 2012

G40 women leaders present a statement voicing their concerns about the about the lack of women’s inclusion in decision-making structures and processes in Somalia, on the occasion of the London Conference for Somalia, on 23rd February 2012. The statement provides detailed recommendations on ways to ensure gender is mainstreamed into the Roadmap and that the participation of women, and their interests, in peace and security is effected.

Women Building Peace in Somaliland

G40 women leaders group from the Greater Horn of Africa High Level Mission in Hargeisa, Somaliland in February 2012.  Kjell Magne Bondevik, the former Prime Minister of Norway and a member of the Club de Madrid, presided today over a round table discussion in Hargeisa (Somalia) to hear the recommendations for peace and security in Somaliland from the G40, a group of women leaders in the Greater Horn of Africa.

Challenges Ahead on Assuring Women´s Participation in Peace and Security

Representatives of several specialized NGOs, the United Nations, the European Union, the OSCE and governments met on the 1st of December at the NATO headquarters in Brussels in order to discuss lessons learnt on implementing the UN Security Council Resolution 1325 on Women Peace and Security. Successful stories were shared during the workshop, however barriers still remain in assuring the protection of women and girls; the prevention of gender-based violence; as well as in assuring women’s participation in peace processes.

Organized at different roundtables, the following issues were discussed during the workshop in addressing lessons learnt and suggesting further steps on implementing the UNSCR 1325.

Creating Human Security in Southern Sudan. What is Needed?

The Women’s Leadership for Peace and Security in the Greater Horn of Africa project held a High level Mission to the Republic of South Sudan (10-14 October) as starting point of its second phase (2011-2012). This mission was organized by the project partners Club de Madrid, Institute for Security Studies (ISS) and Isis–WICCE, with the support and collaboration of the Governments of Australia and Belgium. It was attended by civil society leaders, practitioners, government officials, parliamentarians and experts to examine women’s participation in peace and security dialogue and decision-making.

PM Birkavs leads Club de Madrid high level mission to Addis Ababa

19 October 2010. H.E. Valdis Birkavs, former Prime Minister of Latvia and Member of the Club of Madrid is leading a delegation to Addis Ababa, Ethiopia, for high-level work meetings organised in partnership with UNIFEM and UNECA on regional strategies for women, peace and security.

Roundtable briefings will gather senior officials of the African Union, the United Nations, the European Union, including the recently appointed EU Special Representative for Sudan, Dame Rosalind Marsden –first and only woman in this position–, together with diplomatic representatives and the Group of 40 Women Leaders (G40).

G40 Present Special Briefing to Government of Uganda on UNSCR 1325 

The second mission to Kampala was led by CdM Member H.E. Valdis Birkavs and allowed G40 delegates to convery recommendations regarding the implementation of UNSCR 1325 in the lead up to the Security Council Ministerial Meeting on Women, Peace and Security under the presidency of Uganda, marking the 10th Anniversary of UNSCR 1325.

Club de Madrid and UNIFEM, united for Women´s Leadership for Peace

The Secretary General of the Club of Madrid, Carlos Westendorp, was one of the speakers in the panel "Leveraging international and local support for moving forward a women’s agenda towards a just and sustainable Palestinian-Israeli peace". In his speech he highlighted the importance for women to be networking and in contact with decision makers at all levels at the same time. "When I was in Bosnia-Herzegovina I missed a Resolution like the 1325 to integrate women in all the processes", said Westendorp.

Sudan´s First Multi-Party Elections for 24 years. Where do we go from here?

The Club of Madrid, Isis-WICCE and Institute for Security Studies organized a Strategy Workshop to reflect on the performance of Sudan’s first multiparty elections since 1986 (April 11-13, 2010) and draw lessons for promoting good practice in electoral conflict management across a variety of census, campaign financing, media, security and campaigning issues. The 2-day high-level mission was led by our Member Valdis Birkavs (26-27 May, 2010).

The Workshop First Multi-party Elections for 24 years: Where do we go from here?, celebrated in Nairobi, Kenya, due to the lack of security in Sudan, was organized in collaboration with UNDP Kenya, and in the framework of the Women’s Leadership for Peace and Security in the Greater Horn of Africa project.

Tackling the Challenges for Women´s Participation in the Horn of Africa Electoral Processes

From 23-25 February 2010, Members Birkavs and Bondevik led a high-level mission to Nairobi (Kenya), centred on two key themes:

(1) A review of the critical issues and challenges of impending elections in the region in 2010-2011, and implications for women’s participation in the electoral processes;

2) Internationally-assisted plans and processes supporting peace and security in Somalia and the engagement of women in national and international decision-making for constitutional development processes and policymaking and strategies to address the security challenges facing the Somalia population.

Among other crucial outcomes of the mission, opportunities for collaboration are being explored with UNDP-Somalia vis-a-vis mainstreaming gender in the Somali constitution-making process.

Working for Women´s Participation in Conflict Resolution in Djibouti

Valdis Birkavs led a high level mission to Djibouti (8-10 Dec) to enhance processes to foster African women’s participation in conflict resolution and peace building. During the mission, the Club of Madrid and the Intergovernmental Authority on Development (IGAD) in Eastern Africa agreed further cooperation on the Women, Peace and Security Project.

Mission to Kampala focuses on peace building in Northern Uganda

The first G40 mission to Kampala was led by Club de Madrid Member Valdis Birkavs and concentrated on human security in the Horn of Africa with particualr focus on the Peace Recovery and Development Plan (PRDP) for northern Uganda. Knowledge networking and political communication skill-building sessions delved into key post-war reconstruction issues in preparation for roundtable discussions with legislators and top level executive branch leaders connected with PRDP roll out.
