The Energy and Democratic Leadership area includes two thematically related activities: the Global Leadership for Climate Action (GLCA) initiative, and Promoting Access to Energy for Poverty Reduction project, both of which were launched following the Club of Madrid’s 2006 Annual Conference on ‘The Challenges of Energy and Democratic Leadership’:

 

Global Leadership for Climate Action

The Global Leadership for Climate Action (GLCA) initiative, in partnership with the United Nations Foundation (UNF), is co-chaired by the President of the Club of Madrid, Ricardo Lagos, and the President of UNF, Timothy Wirth. It is composed of a 25-member high-level task force of leaders from government, intergovernmental organizations, business and civil society, from more than 20 countries. It aims at mobilising political will to invigorate international climate change negotiations through the drafting and dissemination of a Framework for a Post-2012 Agreement on Climate Change and other complimentary reports in each of four focus areas – mitigation, adaptation, technology and finance. These complementary reports will be discussed and validated during the planned third and fourth meetings of the GLCA high level task force in 2008. Parallel to this, various dissemination activities of the Framework and the reports are being planned in relevant international and regional fora with an eye on Copenhagen 2009. Its most recent achievements were the successful presentation of the Framework at the Gleneagles Ministerial meeting within the G8 Summit in Berlin (September 2007) and at the UNFCCC COP 13 in Bali (December 2007).

Access to Energy for Poverty Reduction

The project Promoting Access to Energy for Poverty Reduction aims to produce policy frameworks and recommendations for scaling up cross-sector partnerships for sustainable energy and poverty reduction. During 2008, and in collaboration with other partners, two regional workshops will be organised in Latin America and Africa. Each workshop will include regional comparative analyses of the mechanisms, incentives and public policies implemented at the national and regional level linking access to clean energy and poverty reduction. Public and private stakeholders will be convened at these workshops to develop key messages and recommendations to foster these partnerships.
