The task of building democracy is never complete. No democracy is perfect; hence no democracy is ever finished. Full consolidation of democracy takes time. However, in the transition stages, and when consolidation is still young, democracy evolves quickly. Opportunities present themselves and disappear as rapidly. It is in these crucial moments that leaders of democratic reform most need outside assistance. The Club of Madrid is increasingly called upon, at short notice, to provide such urgent support.

Timor Leste
Among its efforts in the Southeast Asian region the Club of Madrid implemented a project to facilitate national dialogue and reconciliation in Timor-Leste, running from October 2006-March 2007. This CoM project aimed at contributing to social and political consensus through national dialogue assisting the consolidation of representative, inclusive and sustainable democratic governance in Timor-Leste.
Bolivia
On 2005 and 2006 the Club of Madrid developed an 8 mission project in Bolivia to provide support for the democratic transition process. In the first phase, five missions were carried out with experts from Colombia, Peru and South Africa along with three CoM Members. The second phase consisted of three missions and aimed to foster dialogue among political parties and stakeholders on key issues for the constitution process in the country.
Ecuador
In September 2005 the Club of Madrid initiated a project in Ecuador to strengthen processes of leadership and citizen consultation for democratic reform. Led by CoM Member Felipe González, a team of prestigious international experts worked directly with the country’s leadership and the National Commission for Modernization of the State to help ensure that the consultation process lead to concrete political and institutional reforms.
Serbia and Montenegro
In July 2005, the Club of Madrid organized an International Forum in Belgrade on Ensuring Support for Democratic Consolidation and Euro-Atlantic Integration. NATO Secretary General Jaap de Hoop Scheffer and President Boris Tadic of Serbia were keynote speakers. CoM Members Philip Dimitrov, former Prime Minister of Bulgaria, Milan Kucan, former President of Slovenia, and Petre Roman, former Prime Minister of Romania also chaired panels at the forum.
Georgia
In response to requests from Georgia’s late Prime Minister, other cabinet members and legislative leaders for assistance, Secretary General Kim Campbell led a survey mission to Tbilisi in 2004 to identify critical issues of reform for Club of Madrid support. Following the unanticipated death of Prime Minister Zhvania in February 2005, the Club of Madrid returned in April 2005 to conduct a planning mission led by former President of Estonia and Club of Madrid Member Lennart Meri.
