Club de Madrid supports the success of the Inter-Haitian dialogue process

A Club de Madrid delegation, led by Cassam Uteem, President of Mauritius (1992-2002) and Carlos Westendorp, Secretary General of the organization and former Minister of Foreign Affairs of Spain visited Haiti from the 18th to the 21st of February. They held meetings with President Martelly, Prime Minister Lamothe, Senate President M. Desras, the Apostolic Archbishop Auza and the UN SRSG Sandra Honoré, as well as other political leaders and representatives of the international community.

The Inter-Haitian Dialogue currently taking place under the auspices of the Haitian Episcopal Conference, the forthcoming elections, the need of a national dialogue and the Constitutional reform were the main topics addressed during this First High Level Mission of the Club de Madrid-European Union Project "Promoting Dialogue for Democratic Reform in Haiti". In this February’s mission, the Club de Madrid welcomed the inter-Haitian dialogue under the Haitian Episcopal Conference mediation and explicitly supported its success as this is an opportunity to reach a serious and solid agreement in order to resume the path towards democratic governance and ensure elections too long delayed and hence contribute to guarantee respect for democratic order in Haiti.  The Club de Madrid also stressed the message that political stability is a precondition for economic development and investments.

This work was made in the framework of the project "Promotion of dialogue for democratic reform in Haiti" that Club de Madrid launched, in collaboration with INURED (Interuniversity Institute for Research and Development). This is the second Club de Madrid project in Haiti with the financial UE support. . The first one took place in 2010-2012 under the name "Global Leadership for Haiti Reconstruction". The initiative, also funded by the EU, organized seven high-level missions in 20 months to support the institutional reconstruction of the country and encouraged democratic reform.

Concerning the elections, the Club de Madrid welcomed the consensus reached in the dialogue to hold one election in 2014, and expressed that elections must be transparent, inclusive and free. The CdM also highlighted the importance of ensuring a credible and independent Electoral Council.

The Club de Madrid supported the message of independent and autonomous institutions and the separation of powers as pillars of democratic governance. The consolidation of democratic institutions is a priority for the country.

The Club de Madrid encouraged the c ountry's political forces to focus on the essential: the fight against poverty and for social cohesion, and to seek negotiated political solutions, responsible and pragmatic, so as to overcome political crises and constitutional and legal problems.
