Tamara El Khoury holds a Ph.D. in Constitutional Law from Carlos III University and a Master’s Degree in Comparative Public Law from the Sorbonne University, as well as a Law degree from Saint Joseph University in Beirut.

Prior to joining WLA – CdM, she worked as Senior Research Fellow at the Max Planck Foundation for International Peace and the Rule of Law (Heidelberg), where she focused on institutional reform in Jordan and Mali. As Constitutional Expert with UNDP (Tripoli), she participated in the Assistance to Building a Constitution Project within the framework of Libya’s transition process. Before that, she worked as Programme Officer for the Southern Neighbourhood at the European Endowment for Democracy (Brussels) and as Senior Project Manager of the Middle East and the Mediterranean Programme at the Toledo International Centre for Peace (CITpax) in Madrid. She currently manages the EU-funded INSPIRED+ Project within the framework of the Next Generation Democracy Programme at WLA – CdM.

She has lectured at several universities in France, Spain, and Libya, and is currently Associate Professor of Comparative Constitutional law at IE University. She is fluent in English, Spanish French, and Arabic, and speaks basic German.
