Chat Garcia Ramilo is a senior manager specializing in gender, women's rights and information and communication technologies (ICT). Chat is on the management team of the Association of Progressive Communication (APC), the oldest global network of civil society organisations that empower and support organisations, social movements, and individuals through the use of ICT for equitable human development, social justice, participatory political processes and environmental sustainability. She provides strategic direction and develops APC projects that strengthen women’s rights and gender equality. Chat led the development of APC's gender evaluation methodology and its work with ICT for development organisations to build their capacity in gender planning, monitoring and evaluation. Chat has also been a gender and ICT consultant for UNIFEM, UNESCAP, the United Nations Division for the Advancement of Women, the Canadian International Development Agency and the World Bank.

Chat is the board chairperson of the Women’s Initiatives for Gender Justice, an international women’s human rights organization based in The Hague advocating for gender‐inclusive justice and working towards an effective and independent International Criminal Court. In the Philippines, Chat is a member of the steering committee of the Electronic Governance for Efficiency and Effectiveness, a project designed to help the Government of the Philippines to use information and communications technologies in the social services sector and the chairperson of the board of the Center for Migrant Advocacy, an organization providing support for Filipino migrant workers.
